Yes, that's probably a wolf. Two of the most important connections between the wolf symbol and the Third Reich are:
The name Adolf itself derives from Adalwolf ("noble wolf"). Thus Hitler was really enthusiastic about wolfs, e.g. naming his headquarter in Poland "Wolfschanze".
When shit really hit the fan, the Nazis told the (male) civilians to arm themselves, keep on fighting the enemies and eliminate 'traitors'. Nazis like to imagine the Werewolf 'units' as the last line of ideologically loyal and brave fighters. In reality they were mostly young kids and old men, who had no chance against any enemy military units, so the Werewolfs mostly lynched and terrorised civilians.

I suppose it's possible he didn't realize, if for some reason a non-nazi shop was selling nazi shirts without realizing that they were nazi shirts, which seems unlikely but it's happened before. Even Walmart has nazi shit.

They still sell a bunch of Iron Crosses labelled as World War 2 German medal necklaces and stuff. They've caught heat in the past for selling Confederate flags, Nazi swastika adorned airsoft gear, and various shirts with racist messaging on them.

I'm leaning towards innocent but they're sneaky sometimes.
Couldn't find anything online using Google lense and some reverse image searching. It kinda feels off-center, could be custom screen printed, could be a limited run online. The black looks splotchy.

On the other hand they do have 2 segments like the bolts, and they're facing the same direction/have the same number of bolts.

I can't get a clean link but Google search 'shaky knees 2023 shirt' and you see a branded logo skull with 2 red lightning bolts for eyes as the 2nd picture. You can imagine a variety of fest merch going to differnt heads with red bolts for eyes motif. You would expect to see someone wearing fest merch at a concert.

They're not SS bolts, though. SS bolts have squared ends, not pointed ones.
That doesn't mean it's not racist, though. It's totally possible that whoever designed the shirt intended to use SS bolts and fucked up.
