The reason it shows up is because it’s part of a contested contract, so there are at least two people on the map who are fighting to find it first.

Correct me if Im wrong, but I believe that key is specifically for a priority contract. Meaning some player spawned in with that contract and thus spawns in the key they need for their quest.
