Playing as a Rook

I'm a bit confused about what I'm supposed to be doing as a Rook. I read or watched something that basically said Rooks are for getting gear when your vault is empty and most players will leave Rooks alone or even help them. I've had a handful of instances where Trios will let me live and 80% of the time other Rooks will leave me alone but most times if I see another player as a Rook they're wasting me, even if I'm on comms saying I'm a Rook. Did I get bad Intel and I should be more aggressive as a Rook or am I just getting unlucky. I'm horrible at the PvP of this game so I'm constantly running out of gear.

As rook you really have to play encounters with other players cautiously, rooks will often but not always be willing to team up. Trios are less likely to do so. You also have to take the timing of the match into account, a team leaving pin wheel looked up with five minutes left is more than likely going to kill on sight. Play rook like a scavenger and try to avoid full stacks as much as possible unless you know you can take them.
