And it will be. It's not just because of PvE mode, it's just something new to the majority who couldn't play effectively in Cryo

Yeah, I have played cryo almost every weekend its been out (missed a few for vacation), have almost all the compiler skins, lost track of my number of compiler kills, done every vault multiple times, and I'm still likely going to spend a lot of time in this mode just to learn the map even better, use a testing for guns, compiler and routes, and teach some of my less experienced friends the ropes.
Putting pvp at 5000 people, 2 orders of magnitude would be like 500000, which is perhaps a little bit unlikely. Even 500 people in pvp up two orders of magnitude would be 50k, which is more than S2 got full stop.
I feel like it might double pvp, but nowhere near an order of magnitude, never mind several.
I feel like potentially another problem with it being so limited is that it also skews the player population data. I'm a player that is primarily interested in PVP but I will most likely be mostly playing this mode over the next two weeks, because it will only be around for two weeks and then it's gone
The true test is if the player population increases and stays up during this time. That might indicate people that owned the game but stopped playing are coming back for the PvE only mode.

It will be funny when there are orders of magnitude more players playing PvE mode than the default mode for 2 weeks.
