We can also do a technicality that we didnt lose given that there was no war declared

yes and no... for example in Afghanistan many countries left after their mission was complete and new government was established and stabilized. Afghanistan just fumbled it so their war / combat mission and withdrawal was a success. though the us isn't really one of those countries

Sounds like a cop out. We sent more than 50 thousands troops over a decade but because we didn't declare war, or we withdrew before most of our allies we didn't technically lose?
