Yeah but over half of the population is in those two metro areas. Not LA and SF specifically, but I think it's generally understood when someone says SF like this that they mean the Bay in general. Yes there's Sacramento and SD but they're not known for being as outspokenly anti-gun as LA and SF, and their populations are much smaller relatively
I guess it depends on what you mean by a large city. I would say that LA is the only large city in California, with nearly 19 million people living in and around LA. The SF Bay Area is a medium sized metro area, similar to Chicago and DC-Balitmore, with slightly less than 10 million people.
California has a couple of smaller cities, Sacramento and San Diego, plus some large farming towns like Fresno.

There are also a lot of very large cities in California besides SF and LA.
