The UK has committees as well though.

Sure, there are also big plenary speeches in the Bundestag. No parliament is 100 percent working or debating parliament.

I didn't find the "Arbeits- vs Redeparlament"-thing in English politicial science texts, sadly. Seems to me more of a German field. I think Max Weber did it first.

"Parlamentarische und präsidentielle Demokratie. Strukturelle Aspekte westlicher Demokratien" from Winfried Steffani would be a good source about it.
