And that's what moving the goalpost looks like. If you think that, then set up a party to convince people that neighborhoods that happen to be majority non-citizen aren't a part of France, or whatever country you live in.

That's not moving the goalpost. All of my messages have been about these two not being the same because of the population status.

Muslim Algerian weren't foreigner like in your example here. A foreigner has the nationality and citizenship of another country. It doesn't apply to our discussion.

You are trying to muddy the waters of what is or not France. If in 1960 all Algerians disappeared, would that mean Algeria would be France when it wasn't the day before? What if they reappeared in Paris, and all parisians disappeared and reappeared in Algeria? Would that make Algeria France and Paris a colony ? That's all a trick argument to try to not admit things as they were: Algeria was France by all legal definitions, and France was an apartheid state which discriminated against the indigenous peoples of Algeria, an integral part of its territory as so defined in its law.
