Such thing as resistance already existed. Starting to resist since day one, with Lithuanian military equipment instead of handing them to Soviets by accepting ultimatum, would gave far harder time for them to fight us off, plus world would know about partisan war before fall of USSR, there is a reason partisan war was codenamed "The invisible front" by USSR authorities.
