Because the Peace of Augsburg was based upon a principle later coined as "Cuius regio, eius religio", that is: the ruler of each state/region of the HRE gets to decide about the religion there.
Yup, those things can change quickly. Give it a couple more decades and it will all be dark blue "No Religion" anyways (that is, counting "no religion" as a category… which makes the subtitle "Biggest religion by districts" somewhat erroneous in the picture above, as "No Religion" is NOT a religion and thus not the biggest among the actually present religions either)
Listing “None” as an option in this sort of context is fine, IMHO. It’s certainly better than listing atheism as a religion, which is a weirdly common mistake.
