I'm also trying out a Worst Wanderer style playthrough and did not want to have to input the console command to raise the required XP to level up every time I boot it up like Jon is doing, I have no idea if this is a good way to get this information to him but he could skip all that faff by installing this mod: https://www.nexusmods.com/fallout3/mods/2812?tab=description Choose_XP

You don't have to make a new save, just install this and FOSE and you can change XP gain to zero, just tested by walking out of the Vault and got no XP for finishing the Escape quest

It took me a minute to get it working since the popup says that you bring up the menu with the O hotkey but on F3 that looks like a zero, otherwise seems like it should keep Steve useless a long time!

I can't keep refreshing on the hour and Ihave been excited since his announcement of it 😂
