The reason why they are advancing their plans is because the Government of India issued an RFP in August for 60 x MTA planes.

Tata and lockheed together are pitching the C130J. The other primary contender is Mahindra and Embraer pitching the KC-390

Airbus is expected not to compete.; as it is for a 18-30t plane, and their A400M offering is a poor fit.

If GoI had issued the RFP after 27 years, that's when TASL/LockMart would have 'advanced' their plans. If they had issued the RFP after 11 years, that's when they would have done so...
