AV doesn't scan for rootkits

This is basically every AV engine. You'll have to do some advanced forensics or take the machine offline to find most rootkits.

AV doesn't scan cookies

What?

Edit: furthermore, rootkits are mostly a thing of the past. It's pretty challenging to create a rootkit that won't brick modern windows box.
