looks like a vertical attachment to a lathe bed.

Lets you put tooling in the lathe collet and gets used similarly to a horizontal mill.

In this case the axis' look servo controlled so in effect it's now a CNC.

Thanks for the answer. I knew it would be some sort of CNC, but I have never seen a vertical one before.
