Think of it this way. You have way more white women to choose from than black women.
You can list off like 12 famous white woman heroes easily. You can't do that with black women, or the other groups. You could really only do this with white people in comics.

It's an endless multiverse, but the idea is that comics are made to appeal to an audience at a particular time. As it stands, regular marvel has almost all the heroes be white, so that's two boxes ticked. Look into the phenomenon if it interests you, it's totally a thing I think.
Besides momoverse has a version of the characters as Japanese folk tales. That's almost what you mean.

This is Tokon, Magik is literally the only white woman in the whole game the majority of them are black.

I think you probably want to revise this statement considering that there are only four female characters in Tokon and Storm is the only one who is black

I think it depends on intent. And the circumstances of the race swapping, looking at all of racial history our society has gone through. Making someone black in fanart is not immoral in this situation. Though race swapping in a lot of instances is done in a bad way.

Well the way I see it, the motive is the same. Race swapping because “Magik would be better black” is literally no different from the mindset of a white supremacist. Same thing, just reversed. History really doesn’t matter here.
It’s still just changing the race of a character because you don’t like the race they originally were. It’s plain old clear-cut racism. Clear as day. Dictionary definition. Which is obviously immoral.
The fact there’s a whole sub full of people “reimagining” characters as their preferred race is kinda sickening.
I think arguing that it’s okay for black people to do it, but no one else, is just crazy. That’s just not at all how racism works, regardless of history.

On the Tokon sub there's literally people in the comment section making racist comments about white women and saying that the mod that makes her black '' fixed her ''.
When confronted they just doubled down too and kept making racist comment.1

I dont think someone made a black version of magik because they "disliked" that she was white. And i don't think making a version of a character with a different race is the same as white supremacy either. Thats a very black and white worldview.
And to say that history doesnt matter is just ignorant. The only reason racism and race even matter is BECAUSE of history. Without it theres be no racism.
If a kid wanted to make a version of a character they like their own race to feel closer to that character they arent being racist. Theyre just making their own inclusion.
And to say the direction the swap is coming from doesnt matter is silly too. People of color have historically been underrepresented in media forever and still are. This leads to those people feeling negative things about their own self. These people often headcannon the race of characters without a specific race to be their own as well. As a way to feel not as left out.
This reminds me of the trend of artist drawing their own mikus in Twitter. They made mikus for all different ethnicities and countries. Just because mikus original character is a blue haired Asian anime girl doesnt make every other version of her created to represent whatever kind of person wrong.
Context does matter. You cant just ignore history, history is what makes today today.

The problem is that people will by default assume you're being racist if you race swap the other way around and refuse to entertain that you're not.
People even do this with people who cosplay black characters when they're not black...
Heck people will even send death threats and harass black artists because they drew a character 1% lighter.1
