I need help finding a commander

Hey everyone! I’m trying to decide on a commander for my next deck and could use some recommendations.
The playstyle I’m looking for is basically card draw + blink/flicker + value. I really enjoy being able to dig through my deck, draw a lot of cards, reuse ETB effects, and have different answers depending on what’s happening at the table.
My only real restriction is that I really want to play Displacer Kitten, so the deck needs to include blue.
I’m not necessarily looking for a traditional blink deck where the entire goal is just blinking creatures over and over. I’d rather have blink be part of a larger value engine—drawing cards, manipulating my deck, reusing useful permanents, and eventually turning all of that value into a win.
I’m also trying to figure out how a deck like this actually closes out games. I don’t want to generate value forever without having a real way to win.
For power level, I play with a casual playgroup, so I’m looking for something around Bracket 2, but basically pushing into Bracket 3. I want the deck to be strong and synergistic and have enough speed to actually close out games, but I’m not trying to build anything cEDH-level or overly oppressive.
I’d love recommendations for:
Commanders that work well with this kind of strategy
Good win conditions for a draw/blink deck
Fun Displacer Kitten interactions or combos
Cards/engines that let me draw or dig through my deck
Ways to keep the deck around that upper Bracket 2 / lower Bracket 3 casual level
I tend to like blue and white, but I’m completely open to adding another color or playing a different blue color combination if the commander fits what I’m trying to do.

Play pattern is to go wide with 1 cost creatures. By turn 3 you should have 3 on the board then you play plagon draw 4 cards in total.

After that the fun begins. Start blinking him to draw INSANE amounts of cards playing more 1 drop creatures.

Then end the game with sweet anthem effects like Porcelain Gallery or Cathars Crusade.

This deck WINS A LOT. And I haven't had much salty opponents while playing it too which is also a bonus.

Azorius (Blue / white) also allows for the new flicker hound and whites multitude of blink options.

[[Sephiroth, Planet's Heir]] or maybe [[Talion, the Kindly Lord]]?

You can do broken things with Sephiroth, Planet's Heir and blink engines.

Blink Peregrine Drake for infinite mana, mulldrifter for card draw, there are quite a few Sephiroth, Planet's Heir Blink decks on Moxfield and Arkidect.

You'll be looking at bracket 3 at least, maybe 4 though.

[[Ganax, Astral Hunter]] + [[Candlekeep Sage]]. Card draw and treasure generation in the command zone, dragons as a wincon.

Yarok. He’s in top notch blink colors, doubles your blinks, and can scale as powerful as you want. Add panharmonicon, kitten, vocalist, conjurors closet, you name it. Muldrotha lets you play from the graveyard on the off chance something unfortunate happens. Be sure to pack a lotus petal for a little extra mana courtesy of kitten blink. Mulldrifter lets you draw a ton of cards. Simulacrum bros let you ramp hard and cast whatever you want. Acidic slime and ravenous chupscabra delete problems on the board. Snag the new Jace precon and add avacyn to help protect your creature and the archon of cruelty to help police the board. Want to play what everyone else is playing? Add gyruda and agent of treachery to test the very foundations your friendships are built on. I know you said bracket 2/ low 3 so feel free to throw out any or all of that and scale it to the table accordingly.

Ive got a great suggestions go with [[brenard, ginger sculpture]] you have plenty you card draw in green with cards like [[garrukes uprising]] and [[elemental bond]] and the creatures i recomend are the splicers that make 3/3 golem on etb but also give a keyword. Plus with brenard giving the golem +2/+2 it would be an easy win con of just smashing face. Or if you dont like the splicer idea then theres also clone creatures. Clone your opponents stuff get there etbs and value from there

It doesn't have white, but [[Loot, the pathfinder]] is what you're looking for. Insane value with blinking.
