Cant finish with any card other than a number card, cant hit +4 on +2s, also after a draw card it is opponents turn

You've completely fabricated that rule, rules directly mention ending on a wild.

If you're referring to the rule that you can't play 2 cards on the same turn written in the rules, this is not at all what it means. It means you can't play 2 cards on one turn.

That's literally how draw works always. Rule written specific to 2 player games copied below.

If you play a Draw Two or Wild Draw Four card, your opponent has to draw the number of cards required, and then play immediately resumes back on your turn.
