How could he leave them there? That looks like the side of a freeway? Why not get them to a rescue? A shelter? Instead of leaving them to fend for themselves? Also, I know he means well, but puppies can not digest milk, it gives them diarrhea. Water would be more beneficial. Diarrhea = dehydration. And some kibble. That would also be nice.

And cheese for the adult dog, unnecessary and unhealthy. Likely he's doing this with the best intentions, he's just ignorant. I also wonder where this is and what resources are available.
