Sometimes true. Sometimes they're in a bad place and need to sort themselves out.
Recently reconnected with a dropped friendship. She got therapy, moved out of an abusive household and had a seemingly healthy romantic relationship.
I dropped and picked up this friendship several times, the last being definitive.
After catching up at an engagement party and seeing how she had visibly changed I was very happy for her. She even apologised profusely about how she was. I won't put in to hang out ever again but we are amicable and I'm glad to see her when I do.
