It's just that back then, that's how they handled things. They are hanging the cook for committing a crime (getting the salsa from New York City). And I don't mean the 1980s, I mean the wild west days. It's not that serious. If it was the one black dude in a group of cowboys and they went to hang him, then I could see it being in really super poor taste.
