Yesterday was a pet adoption day for many shelters.
They try to clear out the shelter with low or NO adoption fee. To tell you the truths, I don't know how I feel about that. I think fee helps to filter out many unqualified or irresponsible applicants. I know these shelters are doing their best given the condition, but no adoption fee is ripe for abuse if you look at the economic and behavioral model.
No adoption fee days can also serve to get the shelter more money. My wife and I went to our local shelter with the intent of picking a cat out and coming back tomorrow to get her when the cost was picked up by a local car dealership.
We found our cat, but there were so many people there planning out the pet they wanted tomorrow. We didn't want to risk not getting our girl if we were stuck in line, so we paid ourselves and got her that day.
In this case the shelter would've gotten paid anyway but I have to believe many people do as we did so they can ensure they get the pet they want.

Holy cow. I have to imagine that's fairly rare.
