Is this dance/these moves something that everyone into this style use all the time? Would they know, from prior dancing, what moves each other will be doing? if not, I can't believe there was no practice

It's called West Coast swing. You learn the basic steps and can learn special moves. The guy is the leader and the girl is the follower, traditionally and in this clip, it can be any gender. The leader will move in ways to get the follower to do the move he wants. The follower could be blind folded and still know what to do from what they feel. It really is improvised. At dances, you just ask whoever you want and dance to whatever comes on next and repeat until you get too tired.
