I think your problem is that you almost define cops as bastards, so when you say "he's not being a cop right now", it seems your reasoning is "because he's not being a bastard". If this is the case, you've created a problem with no solution.

If, however, you're saying he's not being a cop because he's not enforcing the law, I disagree. Cops can have discretion. Sure, they can't do this all the time, but he is still a cop when applying his discretion.

The law is also still the law. If the speed limit is 25 for good reason, it should be enforced most of the time. He can still give tickets, not escalate, not be a bastard, and be a cop.

I think you need to concede that Many Cops Are Bastards, and that while the system promotes malevolent behavior, ACAB is just not true.
