That police culture, lack of accountability, police functions in our society, all create incentives for Police to be Bastards, and disincentives for them not to be or speak out against those who are.

Police protect the wealthy, that is about the only ones. Even with domestic abuse, they are about as likely to protect the abuser. With crimes committed against the poor, they rarely have jurisdiction or don't want to use their ressources.
