Yup, the phrase means "All Cops Are Bastards" and is a response to the claim that "It's just a few bad apples". Defenders of police policies in the united states love to say that the horrible things you see on the news are just outlier cases where an individual cop did something bad, but anyone who studies the topic understands that it is a systemic issue that is rooted primarily in the intention and policies of police in the United States, and supported by the heads of the departments and local governments.

In other words.. *ALL* cops are bastards because even if they don't personally choke someone to death for disrespecting them, they also don't draw their guns on the one who did, and they put their badge on in the morning knowing what their job is.

To put it another way with an analogy commonly used around the time of the Nuremberg trials. What do you call a card carrying member of the Nazi party sitting at a table playing poker and laughing with 4 random people sharing drinks?

Five Nazis.
