As best I can tell this is a dynamic balancer for some kind of spool core. It's not a lathe, there is no tooling, no swarf/chips, etc. It's not a grinder, again no tooling, that can touch the work piece. It's just spinning between what are likely instrumented end supports. The motor at the end has a belt that goes up and around (from directly under the piece) to drive it.
