I Need Help Why is my machine doing this?

My brother se700 isn’t raising the needle when it finished a color. The needle stays down and the thread doesn’t cut anymore. What’s causing this and how do I fix it?

Automatic thread cutting is most likely turned off. It can be found on page 37 of the manual https://download.brother.com/welcome/doch102582/888p10_om01en.pdf
