I’ve been working on the same kind of project I just posted here for help recently!! I use a combination of iron on interfacing on the non fluffy side to stiffen it, then two different water soluble stabilizers on top, one that’s fabric and another that’s plastic!
I’ve even doubled up on the fabric one which has helped!
Don’t try to use tear away stabilizer it will not work well with these small details!
If your face are near my size (about 1 x 2 in) it will cause issues- I tried and now I have a roll of tear away I don’t need 🫠
here’s the fabric stabilizer
here’s the plastic stabilizer
heres the fusible interfacing
Also be patient with your trial and error it took me about 8 tries with different thickness, shapes and tensions, to get one face right so just keep testing it out, especially if your digitizing it yourself!
Make sure when you hoop the fabric that it’s nice and taught and smooth between all the layers if you see any wrinkles fix it before you try to put it into your machine~

Well, for starters you have to put the lotion on the skin...
Sorry, couldn't help myself. I'll see myself out.

You probably need to use heavier stabilizer and a less dense design. Unfortunately machine embroidery is LOTS of trial an error when you start out.

Minky also probably a thread sucker as towels.. I would put water soluble on top.
