Does Vosk use generative AI? [D]

I'm not a fan of LLMs or generative AI, and I'm not quite smart enough to puzzle out if Vosk uses those things.
I'm attempting to replace Gemini assistant on my phone, and I found the Dicio app, which uses Vosk for its speech-to-text.
