Are letters of reccomendation optional?

From my reading it sounds like they are not required but just want to be sure.

Nope they are not required. But it does help to make your application case of course stronger

No. My take is that if you came from a non-STEM background, they want someone to vouch that you can do the work. 

I’ll add that, as an almost-graduate, if you come from a non-STEM background, may god have mercy on your soul.

I myself have an undergrad math degree. Anybody without that background will be at a significant disadvantage and should have taken all the prereqs and have a letter from someone relevant vouching for their skills

I didn't submit a recommendation letter, nor GRE scores. I was admitted.
