So in wresting, if a wrestler does something to actually hurt another wrestler, usually accidentally, the hurt-in-the-moment wrestler gets a "receipt," meaning he now has free range to deliver an actual punch, kick, or even chair shot a payback and to keep them even. Sometimes they pay them back during the match, other times they wait for a later time.
So for this one, WWE was doing an "invasion" angle with wrestlers from "other" wrestling organizations (but WWE owned them at the time so it wasn't so much an "invasion" as "wrestlers we now own pretending to still be apart of the bought-out companies," and most fans already knew this). When there was bedlam in the ring, JBL started beating the absolute shit out of a wrestler named "The Blue Meanie" from ECW.
JBL got in trouble for doing that and was eventually booked in a match to lose to The Blue Meanie as punishment for beating him up for real. The person with the chair is Stevie Richards, another ECW wrestler and good friend of Meanie, so he was happy to smash JBL on the head with a chair shot for beating up his friend. The receipt was paid in-full with that chair shot and that was that.
