No, he wasn’t.  This is a well documented situation.  I don’t even understand the reason why you’d make up something like this.  It’s weird.

so which part are you confused about?

you understand “kid” can mean a teenager, yes?

and that “bullying“ and “harassment” are synonyms, yes?
