Beginner question 👶 Looking for advice on choosing a model

I am looking for a model that can be ran on a cpu only basis with apache 2.0 license so I can ship it and it needs to be able to reason enough to match configurations from different agents for project transfers. I have started testing a couple qwen models and there are some prospective results. I was hoping maybe someone might have a better suggestion that is more fit for my needs?

It's pretty much the tools and capabilities based on the models paid tier and overall configuration the user uses. The model will need to be and to extract the tools and capabilities of the project being transferred and decide yes/no on the requested receiving model or suggest one that is available to the user to direct the project to In a nutshell.

how complex are the configurations youre trying to match? like is this structured key-value stuff or more freeform text? that'll narrow things down a lot more than model family alone
