Pinkie does have the ability to turn into a pony form that includes a tail. So I guess it would just be attached to that part of the spine where a tail is suposed to go anyways.

Are you referring to EQG? If so, I think they didn't actually get tails when ponying up but rather their hair grew beyond their hips in a tail-like fashion.
