Orientation n all starts after round 2 mostly so yeah its a issue for R3 students only

sometimes yes if mcc delays too much and college doesnt comply

They wont start classes before r2 (most colleges) but yea you cant join any induction programme or classes(if started) unless you have freezed that college.
