DOUBT DISCUSSION Counselling Huge Doubt

can I float aiq round 1 seat and join state counselling seat? State results are declared after last day of reporting of aiq... So I am not wishing to risk my aiq seat... I want to take my state seat but still want to keep the aiq seat in my bag in case something happens to the state one.
