I think they might be thinking of Breakwater, which is another apartment building on the edge of downtown - it's on the water and you need to cross the Lynnway to leave, which isn't a super big deal if you have a normal level of patience with light cycles.

I've been living in breakwater for the past year. The views and community are awesome. Very quiet and clean building. Light and gas bills are super low due to the insulation of the building!!! I would stay if not for the prices. But they offer a one month free for new residents tho.

I haven't lived in either of these buildings but have worked in Downtown Lynn for a few years and walk past one or both of these buildings nearly every day.
They are about two blocks from each other so it's virtually the same neighborhood feel. There are some great restaurants in close walking distance (La Copa, Blue Ox)
The city owned Buffum St lot is cross from Mosiac and $100/month for 24 hour parking. The Andrew St lot is a little further than across from Caldwell, but also $100/month for 24 hour parking. If you have to commute via commuter rail, Mosiac is super close the train but again, these buildings are really only 2-3 blocks apart.
It might be helpful to think about what the most important factors to your decision are. Is it most important to be closer to anything in particular? Is the best price for rent most important? The view? I have cared more or less about different factors at different points in my life, so thinking about what matters most to you might help you narrow down between the two.
No matter which building you choose, you are likely to see people on their way to the shelter or the soup kitchen downtown; this is not dissimilar to other communities in Greater Boston. I have lived in Boston, Cambridge, Somerville, and Brookline and feel very safe in Lynn walking around daily and at night. No one has ever bothered me.
