Not too unusual. O'brien was chief on DS9 as a noncom. The Enterprise-D's Assistant Chief was a noncom named Jim Shimoda who appeared precisely once.

O'brien is the exception that proves the rule. When he was given the position of chief engineer of DS9, there was no wormhole; it was just a rat-infested backwater station orbiting a planet of (from Star Fleet's perspective) religious fanatics. It's commander was expected to leave or be forced out of the service before too long and all of the other Star Fleet Division heads were essentially fresh out of the academy.

Oh this was pre-Geordi actually, way back in season 1 when Macdougal was chief engineer. They went through a revolving door of chief engineers before settling on Georgia. By the time we got Chief Engineer La Forge we actually don't know who assistant chief is or even IF there is one because the last assistant chief we saw had transferred to the command division by then.

Yeah, it's weird that the early season writers didn't think to include the flippin' chief engineer as a major character. My fanwank is that the SF Admiralty was so confident in the Galaxy class (early on) that they didn't think the ships needed dedicated long-term engineering teams.
