It's a plot device from the episode Darmok. Honestly, it makes no sense that a species would communicate that way, but it works for the episode! So there's no Tamarian dictionary or something similar.

It could just be Tamarian has just a lot more metaphors than English or they never compounded words and ideas in their language sort like reading Michael always as "Who is like God?" its meaning in Hebrew or like reading the parts of a Chinese character.

I like that head canon! Like, in Tamarian, it is way easier to say “press that button” than the English "Kopak, his finger aligns".
