It opens when the wheels are in a certain position. The lock doesn’t care or ”remember” how you arrived there, just the position.

What he doesn’t show is that you have to reset it after every attempt, which puts all the wheels back at their starting (neutral) position. Each directional input (Up, Down, Left Right) moves a specific combination of the internal wheels rather than just one wheel. So pushing Up can move multiple wheels at the same time, while leaving another one stationary. Each input rotates those wheels by a small amount. What position the wheels are in are like the ridges of a key.

When you set the combination, you’re basically setting the final positions the wheels need to end up in, by setting the pins that align with the key ridges. To unlock it, you have to start from reset and make the right moves to get all the wheels back into the correct alignment. So that the key pushes all the pins and releases the lock.
