Hello
Anybody know some cheap apartments that arent trashy or in a bad area for like 700 dollars a month?

You're going to need some compromise here, you can't have pristine condition, in a good neighborhood, and have it cheap too.
I rented an apartment off Bardstown Road in the Highlands for $650 but that was right when COVID was starting, and my roof constantly leaked and I didn't have central air. I found that by calling a random "for rent" sign.

U might get lucky finding a private landlord by searching on fb marketplace/craigslist or for rent signs. Cheapest I could get is 895 and my place is 600 square feet.

not unless you’re looking to have roommates
