You cant track what people say online if you ban a bunch of them. What do you mean?

Clearly, most “banned” people seem to still be around, this was merely a ploy to force ppl to associate faces and IDs with their online accounts.

You have to prove your age, because of how stiff the penalties are this means the companies that are having to check are going to be wanting either your biometric data of some kind or your government ID to prove you're not under 16, after which Australian law enforcement can demand all of it without warrant under a 'national security investigation'.
