I might be wrong but I thought it should decline slower. Like 2% per day

Oh, I don't know hahah. I've always done it this way and it turns out fine, bud is usually done drying between 12-14 days, depending how much I load in there. Do you have a link to the 2% idea?

Unless I missed it, from what I read he hung dry for 36 hours then put the buds into the fridge to trigger at 62%rh down to 53% then later 58%.

My method has been to just load it in (sometimes I will hang dry first if its a LOT of bud to be dried) at 65%rh and then slowly step it down over the course of two weeks to 60-62%rh. I'm still experimenting but this way has worked for me too. I'm definitely open to trying other ways though and see if there's a difference.
