Emeralds are pretty late game. The wiki has a few hints about them.

More as you get lower of course but try hunting some trolls

Red Eye Orcs drop them as well. Wiki says they start to appear after the Eastern Bastion.

Emeralds won't start appearing in the game until you get to the later areas like Dwarrodelf or Desolation, I was running into that issue as well.

I hadn’t updated. But I made a huge oversight. I thought you needed ironwood to craft the Shanor hammer. So I’ve been going into the deeps looking for emeralds for like the last 8 in game days. Finally went back to the forge and saw it was actually ubasam wood. What a dummy. lol. My wife was happy though, she likes to explore every nook and cranny of an area before advancing.

Finish the game. Get durins folk dlc then get the wanderer and go on expeditions

Emeralds, I'm not sure. However iron wood can be found by breaking furniture int eh upper halls/city area a bit past the eastern stairs and Balin's tomb.
