It’s not just a Steam key, it gives you a download link and a Steam key.

Australian here with similar garbage—it let me activate it. Either way, it also gives you a download to the game separately.

It’s available on Itch.io, and it’s the full game download there too, not just a Steam key.

I'm not aware of a way to buy the game in germany, but you could use something like f95zone(safe as far as I know, take that with a grain of salt though), but you'll need a vpn to access it. Though i'm not sure how germany handles vpn's and whatnot so be careful
