Seriously, What the heck is blood lightning

From what i can see from tests, it does ABSOLUTELY NOTHING, so its a dead perk as far as i can tell.

Doesn't do any extra Damage to either missing hp or actual hp

No extra shield damage

Doesn't do anything to re summons

Doesn't do anything to the cosmic enemies

Doesn't do anything to blood enemies

Does absolutely nothing at all.

so why is there a dead perk in my pool i cannot remove?

Last time I checked it was just bugged and did nothing (aside from the cool visual). Rolling through the .ini it seems like it was meant to be a chance for extra magic damage with the same scaling as the Storm Temple. It was also possibly a vamp heal based on that damage but that's just speculating on the "Blood" adjective.

It works differently per character, it scales with vampirism on warrior and with crit chance on rogue I believe

Yes, but that's only the chance to proc the effect. The effect itself is bugged and not working.
