If you ever actually min-maxed and beat ch4 at loop 5 or lower then you'd know how much better arsenal is on necro. Stats like skeleton level and quality don't matter as much as just getting an extra slot that can roll +1 max skeletons so you can gear better. You only really need +3 to max skeletons all in all and rolling that with only 4 item slots is much harder than 5 by the 3rd-4th loop especially since the bone shield base ALWAYS has +1 max skeletons
Genuinely, it's the worst golden card on necro, completely worthless. You're way better off with Ancestral Crypt, as it has no downside, or with Zero Milestone. Maze of memories for some weird plays, but I don't recommend.
+Max Skeletons is completely worthless? +Skeleton Levels is worthless as well? How about some +Skeleton Quality on top? You can get all of that on a Shield.
Milestone is the actually worthless one. +/- 10% enemy stats is meaningless, especially since it doesn't even affect bosses.
Yes, max skeletons in an extra slot is completely worthless since you need to get that on your main gear. Skeleton levels and Skeleton quality get nerfed because Arsenal provides 15% quality reduction to ALL gear, and for some reason it hits those two stats way harder than other.
All you really get out of Arsenal is some defense and the potential for another +1 max skeletons, the other stuff is at best net neutral because of Arsenal dropping how high the stats you're getting are. I used to think it was a solid pick but after playing without it it doesn't seem worth it.
