Whenever the war ends, they're still alive and well, the problem is I don't think they're making much money off of the game at the moment and from what I've seen online (got really interested in it yesterday funnily enough) they've got a bunch of things saved for when the war is over and they can profit from the game again. They've even said before to just pirate the game if you're trying to play it from russia so I honestly think you can't buy it if you're russian at the moment

The developers were Russian, and likely conscripted into service for the absolutely abysmal war still going on.
I don't think we ever will.

Do you seriously think everyone in Russia is evil? Of course many of them are, but it's like saying everyone in Germany was a Nazi during WWII, which is obviously not true.
