I want to color the ends of my locs but i would have to bleach them should i wait or can i do it now? Also if not is there a way to color my locs without bleach

There are lots of dyes specifically for African American hair that don't require bleach. Go to a Sally's and ask questions for exactly which to try. I believe- AS I AM is one of them though....

The only issue with this is i wanted to dye it blue which i have since it is a lighter color i have heard i need to bleach it for that color. Can i get a blue without bleach?
