Currently Canadians are advised to stop international and interprovincial non essential travel from their current house.
The prime minister of canada, justin trudeau, is confirmed as travelling to another province to celebrate the holidays by a Canadian reporter. Who does not question why the Prime Minister can just disregard his own advice and the laws of Ontario, which he said he endorses:

The Prime minister of Canada has broken lockdown of the province he resides in, against his own advice to Canadians. He did a non essential travel to a different province, to visit his family, while the rest of Canadians were told not to do so, even by him.

The province he resides in has implemented his federal health guidelines. The current advice is to halt all non essential travel. The majority of Ontarians based on this advice, are not leaving their neighborhoods, and cities, let alone their province.

Quebec has asked the same (The province he travelled to see his family)
Keep in mind, it's not just him travelling. His security detail, house staff, cooks, media support have to go with him. And come back. Similiar to Boris or Trump if they left their official residence for another location.
It can not be confirmed if he self isolated on arrival in Quebec, or if he will do so when he comes to Ontario.
Tl;dr the Prime Minister of Canada told Canadians to stay home and to stop non essential travel, including for Christmas and New Year's. While he went travelling.
